William Barr was born on May 23, 1950, in New York City, New York. He grew up on the Upper West Side of New York in a Catholic household with his parents, Donald Barr and Mary Margaret Barr, and his three brothers. Both of his parents were professors at Columbia University, where his father later became the headmaster of prestigious schools such as the Dalton School and Hackley School.
He attended the Horace Mann School and pursued his higher education at Columbia University, graduating in 1971 with a B.A. degree in government. He went on to complete an M.A. in government and Chinese studies at Columbia in 1973. During his studies, he interned at the Central Intelligence Agency (CIA) and eventually became an intelligence agent in Washington D.C. He also obtained a J.D. degree in 1977 from George Washington University Law School while continuing to work for the CIA.
Career
After completing law school, William Barr served as a law clerk for a judge on the U.S. Court of Appeals for the D.C. Circuit. He later joined the law firm Shaw, Pittman, Potts & Trowbridge, working there from 1978 to 1989. During this time, he briefly took a break and served as Deputy Assistant Director for Legal Policy on the domestic policy staff at the Reagan White House.
In 1989, President George H. W. Bush appointed Barr to the U.S. Department of Justice as Assistant Attorney General for the Office of Legal Counsel. He then became Deputy Attorney General and eventually served as Acting Attorney General. Barr’s sterling reputation led to his official nomination and confirmation as Attorney General on November 26, 1991. He was confirmed by unanimous vote in the Senate.
During his first tenure as Attorney General, Barr advocated for an increase in the United States’ incarceration rate as a means to reduce crime. He also launched a surveillance program without a thorough review of its legality to gather records of Americans’ international phone calls. Moreover, he advised President Bush to pardon Caspar Weinberger, who was under investigation for conspiring to lie to Congress and the American people.
After his time as Attorney General, Barr joined GTE Corporation as the Executive Vice President and General Counsel. He worked there for 14 years, supporting deregulation and managing the merger with Bell Atlantic, which resulted in the formation of Verizon Communications. In 2008, Barr retired from Verizon and subsequently worked at the law firm Kirkland & Ellis in 2009. He later served as an advisor to corporations on government enforcement matters and regulatory information until 2017, when he rejoined Kirkland & Ellis.
